 TITLE Deeds and Cadastre General Directorate is going under reform to become more efficient and improve its image in the eye of the public.
The new structure will speed up the procedures as well as save on the expenses.
The new structure will make better use of technology and allow people to conduct their procedures at any Title Deeds Office in Turkey, regardless of where their property is.
The new arrangement will also allow for Turkish people and foreigners to do their procedures abroad through the embassies.
The law draft introduced to the PM extends the authority of Title Deeds and Cadastre General Directorate.
The Directorate will be authorized in evaluating the land square meter unit prices, which is decided by the Council every four years to be the base of property taxes, as well as issuing licenses for estate agencies.
The bill reads: “Arrangements will be made to enable Turkish citizens and foreign persons and corporations to conduct all their title deeds and cadastre procedures from the country they are in.
“The Foreign Works Department will be in charge of completing all arrangements and carrying out the procedures.”
The new practice will start with the countries where there is a dense population of Turkish people or where there is big demand for property investment.
The embassies will employ a title deeds officer to carry out the procedures and follow international property law.
In Turkey about 7 million title deeds and cadastre procedures take place every year. The new arrangements aim to save time and cost.
The number of offices throughout Turkey will be decreased from 1491 to 1051, closing the offices where there is not much demand
